Cloudy, brown negatives with fungus

I have many negatives that I developed myself 20 years ago that were, at the time, cloudy and brown after full development, fix, wash. I am now trying to salvage them. I did some searches on the forum, but found nothing. My guess is that either my developer or fix was weak or expired. The only thing that has changed on these negs is that they now have tiny spores all over the dense parts (highlights). So, in essence, I am facing 2 challenges restoring these: 1. clear the brown, cloudy tint out and 2. remove the fungus. Any ideas? Thanks.
 
If you want to kill and loosen up the fungus and before doing another wash, I guess they need light. UV light preferably. Do you have a UV light box? A tanning bed? A nice, sunny window sill?

Before the light exposure, it may not be a bad idea to refix.

When googling around, you might look at how people have recovered old negs. Maybe a bleach and redevelopment.... I hope that you have some snippets to experiment with...
 
After doing further research on the topic, both here and elsewhere, I am wondering if if this is even fungus at all. All of my negatives were stored in a fairly damp environment, but it's only a handful of rolls that have these spots. Almost all of the rolls in question are, what I presume to be, underfixed. I read somewhere that underfixing will, in the long term, result in some sort of silver spots. I have attached pictures of my exact dilemma. Thanks in advance to whoever can help me out.
