Understand, that the main use for them is to keep air out of its content of the developer when they are being stored.
We have just starting using them, and have not had to use them in a critical metering amount that you are referring to.
The manner we have used them so far, is after the contents have been heated up to the temp required, while still in the bag, we take the cap off, ... grip the bag, from its front edge and rear bottom side, and just pour the developer into our daylight developing tanks directly as needed.
But if we needed a precise volume amount we could pour the contents into our film measuring cup, to the quantity needed and heat that in the normal way, and proceed with the developing. .
