Yes, the film advance lever returns but will not all the way to where it’s over the body.

To the OP, are you aware that the advance lever normally stops standing away from the body? So that the red dot on the top is visible? Just checking... Pushing the rest of the way turns off the power to the metered finder.

When you get right down to it, the F2 was so popular among pros that any competent professional camera repair person can probably do a decent job on it. The F2 was also designed to be repairable. Same with Hasselblad for that matter.

That said, yes, mine have been serviced by S. Wong. The most recent was earlier this year after I had been on the waitlist for maybe 14 months. I just peeked at his web site, and see his two year pause on new orders.

Dave Feely at Key Camera in Longmont Colorado does good work. I've been happy with his work on some non-F2 cameras of mine pentax and mamiya mostly. Nice guy, but he has a long backlog too.

I’m very much aware, thank you. As in your photo mine comes back and then it’s like hitting a brick wall. Won’t budge another inch.

The F2 requires custom tools to be disassembled carefully without scratching it or damaging it. For example, for removing the shutter button and for removing the flash shoe X contact. So you're correct in that any "competent professional" can do a decent job, my only warning is: be sure that indeed it's a professional.
