Can anyone tell me what this is?

Can anyone tell me what this device is that is being used to remove the front glass filter from the Kodak VR35 K12? I have the same model, and they seem to be notorious for somehow collecting dust behind this filter. The filter doesn’t seem to be necessary, and is simply glued on to the front of the lens barrel. I’ve searched online but can’t seem to find anything similar.
