I have a number of old hardback books, such as my Mortensen books, and the paper dust covers are flaking away. What recommendation can you make for a material to make protective covers? Clear would probably be best and probably not vinyl. The material I see on Amazon seems to adhesive which also seems to be a bad idea.

Brodart. Wife was professional academic librarian. Besides protectors for dust jackets, Brodart also sells many items for book and paper repair. So many useful reference type books are now printed in softcover, I protect them using Scotch Bookmending tape. Works very well.
