blue RA-4 prints problems. Please help.

I always use cyan dial if I need it, I don't care it acts like a neutral density filter. Put the filter on 90 is completely abnormal, my suspects would be the bulb or the paper.

You don't need it. Cyan can be altered using other filters. Try it, your exposure times will be shorter.

My exposure time is already short (normally around 7 seconds) and I don't want it to be shorter, so using cyan dial is not a problem for me.

Try closing the aperture a little unless of course you are already working with it stopped down.
