Black around the sprocket holes

What would cause black circles around sprocket holes when a film has been developed per ilford standards, stop bathed for 2 minutes, and fixed for 4?
 
Either light leaks or excessive stress on the film during winding/rewinding.
 
Most likely mechanical stress from the gears moving the film through the camera. Is the film really tight in the cassette?
 
it was the last can of arista edu 400 in the browny/tan color label. it was hard to get out of the can. hard enough i had to rip off one end cap and pull the spool out.

Then it wound onto the reel easily enough. It did have an issue staying in the reel tracks, and did bunch up and ruin frames from contact during development.

Sounds like you've got multiple problems going on, not the least of which is describing the problems.

This the third reference I’ve seen on a thread you started recently that I think indicates likely mechanical problems with winding. I suggest you get your camera serviced.
