I have 40 years of photos on my computer (thats a lot). I have Photoshop (sucks as an organizer) and but always revert to Amazon (?) Picasa 3. Picasa has been obsolete for a decade but I've never found anything easier to import/catalog/delete. Is there any better cheap / low cost program?

Depending upon your definition of “cheap,” I use CameraBits Photo Mechanic Plus which, I believe, meets and exceeds your criteria. Note, I use the “Plus” version of this product because it provides a relational database component that greatly enhances my need to search, classify, combine, sort and export these “collections” as needs arise. In additionk it does this in a non-destructive manner—meaning your data remains as you left it.

Corel Aftershot 3 is quite effective, and it is available for multiple operating systems - including Linux - with a single license.
