I use for several years Fomabrom Variant 111 glossy. It's a great card, but... He has this defect that you brought back. I continue to use it and when it is necessary to remedy:
before passing to the final wash it is better to dry the paper and cut removing the damaged millimeter on the edges , because prolonging it the situation gets worse.
This problem was also found by other people.

FWIW, I've been using a lot of Fomabrom 111 lately, both VC and graded. I sometimes see a bit of frilling on the edges, but nothing that reaches the image. I print with white borders and trim these off when dry-mounting the print. I like these papers, especially the graded ones, which have a punch you just can't get from VC papers. If you include a border on your prints, I would think the occasional slight edge frilling would not be a problem. I have never seen scratches on the surface of the paper. Maybe the reviewer wasn't so careful handling the paper when wet.
