I don't understand Tray 1:

"TRAY 1 WATER (to be used as contrast lowering bath or to develop highlights if needed.)"

What happens in Tray 1? Is the need to lower contrast decided from a previous print that was processed without Tray 1? From a blank piece of paper how do you know how much time is needed to represent a desired lowering of contrast?

I use tray one in case Tray 2 goes too fast - if the neg is too contrasty I develop it partially in Tray 2 then throw the paper into Tray one - the tiny amount of developer that follows the print (usually 11X14 or 16X20) - is enough to continue development in highlights without affecting shadows.
I canot give you times. It all depends on the look of the print as it develops in Tray 2.
Often when I demonstrate this during my Darkroom Workshops people cannot believe it at first, but...
