It looks to me like some kind of negative cutting machine but I have no idea what it is really...

It is new to me too. Resembles a bit slide film cutters.
Is that pin for the perforation adjustable? (If this thing is 35mm wide in first case...)

It could serve exact (adjusted) cutting before sleeving film strips.

I agree with AgX, looks like a slide cutter. As he suggests, probably very handy for sleeving.

Assuming it is the width of 35mm film, it is a negative/slide cutter. These were very common way back when. They often had a translucent base so they could be used with a light table. I use one quite often.
