A plastic plug with an angled slot.
The plug is 30mm long, 25mm diameter with a 10mm bore.

send a note to Kodak or Ilford. They may be able to supply you with some. Of course, they may insist on providing 33 meters of film with each one.

Those are 16mm wide.
op says it is 30mm wide/long, so it could be the core from a roll of 35mm, just not as wide as the film.

I dunno, not going to open a bulk loader just to find out, but that's what it looks like.

With large rolls a core much less wide than the film may cause kink stress on the film.
In any case a core less wide than the film necessitate a distance bridging ring at the winder. Not a technical problem, but it would make the core less universal.
