For the most part, HC110 responds linearly to dilution changes. Doubling the dilution means doubling the development time and so on. This should give you reasonably good results, but some fine tuning may be needed.There's nothing about dilution E there.
I'm looking for ideas on how to develop this film in HC-110, dilution E. Acros did very well at 7 minutes at 20 C. Would this film be much different?
This page states everything you need: dev time for Ilford Delta 100 in HC-110 dilution B, and conversion formula for dev times from dilution B to E.

yup i don't think i have ever used a film at "box speed" ... starting point and all that ... ( like processing times )
