That wouldn't be the complete answer as the problem isn't solved, some tair bubbles still form in the Developer. Most commercial developers contain a water softener & often a trace of surfactant to overcome this problem which is far worse with certain types of water.

It may not be a complete answer. But if the water is allowed to sit and the dissolved air given time to equilibrate with the atmosphere, there should not be bubbles in the first place. And getting the film thoroughly wet will keep bubbles from adhering.
