I want to try using legendar developer hc-110.
But i find 2 different type of it (as i understand the one is the US version, another one's european):

Is it two different developers? If so, what's the difference? Which one would you recommend?
 
This should probably be answered by 'Photo Engineer'; but it's my understand that HC-110 is HC-110 regardless of where it's purchased.

There are two different strengths of syrup sold. The weaker one is in a metric measurement and sold in Europe from what I understand.

You can tell by looking at the instructions which one you have. You use much less of the more concentrated syrup to make the stock solutions. (I skip the stock solution step; I add the heavy syrup to water, e.g. 1+31 for Dilution B). A person would add much less water than 31 parts with the weaker syrup.
 
Just two different concentrations. Ilford's equivalent Ilfotec comes as Ilfotec HC - High concentratio, and Ilfotec LC - Low concentration.

Once mixed they are identical. So it depends on price & final volume of dilute chemistry as to which is more economic.
