A question without a home!

While I've already introduced myself here before, I had a question and cannot seem to find the proper sub-forum anywhere.

I was interested in starting a thread in the WTB section, but my account is not able to?

Where can I find the proper sub-forum to ask this, or where can I find out how to solve this issue?
