Ron is right in 1895 Sanderson Patented a system for front tilt with struts, there were actually 3 variations A, B, and C. It was a perion of many Patents for small features that improved field cameras. It's interesting that the Sanderson designs lived on to be the last field and hand cameras made by Houghton's/Houghton Butcher.
