Are you using the motor base for the orbital or just moving it by hand? Scary as it seems, you only need to use the cup measure of developer and it still works just fine.

I use mine by hand with two or three turns every minute. As I said earlier, I had to try mine out with the lid off to prove to myself that such a small amount of liquid was enough.
