Notice that the lens diameter is about 60mm (2.4") diameter.
To maintain the f:2.3 aperture, the shutter's maximum aperture should be the same size (a Copal #3 is too small).
The most common solution is to use a Packard shutter.
Unfortunately, Packards don't have speeds faster than 1/25.
Using neutral density filters and/or slow speed films is one way to get exposures to match a Packard's range.

If you have a Speed graphic, the focal plane shutter is a perfect match with the 135mm lens.
Quite a few of my customers like my 190mm lens on a Speed Graphic or Graflex camera.
Unfortunately these simple, primitive lenses are not compatible with sophisticated modern shutters.
