Ferrania made xray film for Kodak and boxed it into yellow Kodak boxes. They sold that division to Kodak at the beginning of the '00. There are many interviews from ex Ferrania people on YouTube that talk about this.
(native Italian speaker here) Guys I think you are reading too much into this. It just says that while they are waiting for continuous production, they are selling a test batch which could have small defects, and they will replace the film if it does. Since it calls it "produzione pilota" it...
I would translate it like this: "While waiting for Ferrania to definitively restart production", "definitivamente" used in this context means in a way that is the final, definitive, i.e. "restarting production for good (and not expecting it to have interruptions)"

I used Bellini c41 a lot since I could source it directly in Italy and was quite cheap. I had very good results with it, but since I'm just an amateur doing my own stuff I never did control strips et al.

I can't say on any of the business operations, but what makes you think coating (and sourcing the base itself...) on a different base is trivial? Just look up the threads regarding the backing paper for 120.
Is the film even available yet for purchase? In and Italian forum I was reading of a gut that went to the presentation yesterday and said the test prints were quite nice.

Well today Fuji posted an announcement that they are temporarily stopping supply of color film in Japan:
