problem exposure

Using RC paper, a print at 4 seconds came out too dark, a second print at 3 seconds came out too light and flat. Do I reduce my F/ stop from 4.5 to perhaps 8, at a 3 second exposure again, or perhaps change the #3 filter to a number less or greater?
Learning darkroom has come with some highs and lows.

Four seconds is not a very long time to work on a print. You can always close down the aperture as suggested. This would double your time. What enlarger are you using? Do you have the correct bulb? Some older condenser enlargers can be very bright.

Have a homemade enlarger with a regular photographic bulb, a PH211, 75W. I believe my negative is Foma 400. I am discovering how films are so different in exposure time.
