I have a Lynx-14 which has a similar problem - the shutter speeds fire very fast.
- In my case, I am pretty sure that the linkage connecting the shutter speed setting ring to the actual shutter mechanism is detached. IIRC, I decided this based on a lack of resistance when turning the speed setting ring, and that you can't hear the mechanism making noise when you adjust the speed with the shutter cocked. (On many mechanical leaf shutters, if you do that, on the slow speeds you'll hear a buzz as the slow speed mech moves.) I haven't tried to fix it yet because the filter ring has a dent that blocks unscrewing the front trim ring.
- On other leaf shutters I've encounted, all speeds firing fast sometimes means that the delay mechanisms are not engaging (stuck-disengaged). So the shutter fires, but neither the fast or slow mechanisms delay it. This may be solvable by cleaning the shutter, if nothing is broken.
