X-Tol will work for any b/w film, and it can be a good choice for films that are inherently contrasty (such as low-speed films).
Unless aiming for contrast, I would not use T-Max developer on contrasty films, nor would I use HC-110 dilution A or B unless you generally like lower shadow and mid tone values compared to most prints (which I generally do). I use HC-110 for Pan F and Efke 25, but usually at double the dilution of dilution B (known informally to we photo nerds as dilution H).
If you want to mix your own, D-23 is a great choice for low-speed films, and is about as simple to make as developers get. It is a noticeable contrast tamer compared to D-76, and also a speed booster.
