Get a cheap SLR.. NIKON N75, CANON EOS REBEL Ti
You can find those for well under $50.
The Olympus Stylus P&S is a real winner: clamshell case, nice n' sharp glass lens.
One of the better models is the Olympus XA, tiny, high quality, simple enough to P&S, sophisticated enough to teach the fundamentals of photography, a real camera.

I'm sure other photo stores, and even Amazon, have similar items.
You could also visit thrift stores and rummage sales.
Personally, if he wants a cheap point-and-shoot, I'd steer him to something with no electronics (save for a flash) - you know, with a thumb-wheel advance. Also, if it does take batteries, he should get something that takes very common batteries, like AA.
