Don't know if this helps, but there is a gentleman in Vancouver, BC, who regularly advertises short ends on CL there.
I bought two 200' lengths from him and he had plenty more to choose from, including some full rolls. Might be worth tracking him down and sending a message, feel free to DM me if you want more info.

35mm Vision 3 films are available directly from Kodak in 400' reels for, IIRC, about $320 plus shipping. May not fit your needs, but maybe an option.
