The markings on the filter read:

left corner: "Type 1" with "Order No. 42--4842-P" next line under

center: "Wratten Safelight Series O" made by Eastman Kodak Company

Right: "For use with Bromide Paper/Chloride Paper/Process Film/Positive Motion Picture Film/Lantern Slide Film"

Is this filter safe for Ilford and Foma VC enlarging papers?

That is a Type 1 safelight filter - Kodak says: "Blue-sensitive materials and mostphototypesetting materials"
