Perhaps a bit far-fetched, but nevertheless worth a try.
I am looking for a photographer who had a project that involved city / street / urban photography at night using a regular speedlight, black and white film and slow shutter speeds. His images had a very graphic raw nature as they dealt with homeless, poverty and social injustice. Due to the slow shutter speeds the images showed a sense of motion as well. I belief I've seen his work here on Photrio (back when it was called APUG) two years ago, maybe longer. However, I forgot to bookmark the link to his website. My mistake!
Does anybody's bell rings with this rather vague description?
