Fomapan is the cheapest fresh sheet film intended for general purpose photography you'll find in Europe. I am personally quite fond of especially the 100 and 200 in 4x5". The 400 works as well, but offers little benefit over e.g. the 200.
Like the others said: Foma. I buy it either at a local shop (Netherlands) or online from Germany at macodirect.de
Foma also offers good developers at low prices: for the Fomapan 400 I was advised to use Fomadon Excel, which is a copy of Xtol. That works very well.
I don't know from Europe, but the film I buy for all formats now is Arista .EDU Ultra 100 and 400 -- which is rebranded Foma for about thirty cents US less per 120 roll than the Foma brand box of the same film. I don't know if Freestyle ships to Europe, but shipping would wipe out the difference anyway. Foma wins. Good film, too. I buy it because I like it; price is a bonus.
