This is a Vivitar 135mm lens that I bought on eBay for $17. The lens is clear and clean; but what does it fit?

Ivor Mantanle wrote about the Topcon in a recent issue of Amateur Photographer. He said that Topcon adopted the Exakta mount.
Yes but...
The lens in question has (if you imaginarily rotate it so that it is perpendicular), has:
1) A stop at 4-o'clock - typical for Exakta (and apparently Topcon lenses) which locks it in.
2) A lever at 7-o'clock, which does not exist on any Exakta mount, but should clear the Exakta bayonet.
3) A lever at 9-o'clock which seems very close in (as far as I can tell from the picture) and *could* interfere with an Exakta bayonet.
I would be glad to hear from anyone with any real experience with Topcon lenses....
