I have a tech 5x7 with a reducing back, which is similar (the same?) as the one in the ebay item. What is it?

That's a plate holder back, which takes the old single-plate (or sheet) film (or plate) holders.

No. The holders that fit are called "Millionenfalz"

But a modern back should slot right in.
