It's on my Durst cls 1840, it's written "METRA TECH, Easton, Maryland"
What does it serve ?

looks like its linked to some tilting adjust. perhaps its intended to adjut the parallels.

It's apparently an option to allow you to automatically change lens plane tilt to correct converging verticals if that wasn't done in-camera, ala view camera or shift lens. Never seen it before; and I've refurbished Durst rigs. Interesting; but it probably never got much use. Of course, once you introduce tilt in this manner, the only way to attempt to keep the entire print in focus is to use a small f-stop and long exposure.

Where do you see such?

All I see is a tape measure with vernier scale.
(Which is a kind of tape measure I never saw before...)

i think its a manual adjust... not automatic.

Look at the gradations, the inner scale is not lining up with the outer but appears to be some kind of vernier control.

the capability is mentioned in the manual with a picture with numbered controls perhaps one of them is it... i dont see it either.

You could do the same thing with a simple wedge under the easel, but some labs wanted all the bells n whistles, though Durst made much fancier commercial enlarges than the L184; but I really like this model because it is easy to refurbish and will last forever.
