Yes it is a soft focus device - I use mine on my enlarger lens. The leaves that you can see are plastic and ever so slightly diffuse the image. The knurled surround spins and the leaves move in and out from the edge towards the centre like an aperture on a camera lens. In this case however the leaves can fully occlude the image path to totally diffuse the image or to give one a sharp centre; unlike aperture leaves which always leave a gap/hole/aperture in the middle. I glued a 52mm Cokin A adapter plate to the side opposite the screw clamps, it just threads onto my Nikkors.
BTW I prefer "dark" diffusers to light or clear ones, so I thought about coloring the blades with a black marker but then just gave it up and used black mesh instead. Black mesh works well printing, too.
