I'm guessing you didn't watch the recent tour of the Kodak film emulsion factory. That plant only exists because of a truly massive investment made by Kodak in the late 1990's when film was still a Big Deal. Moving just the drying assembly would be ridiculous.
I understand they're trying to reinvent the area as a tech hub-- if that's successful, it would benefit everyone.

Well, no. This ex-Californian moved to Montana 31 years ago and I like living here. Let’s see, I went from 3 hours a day commuting to less that 20 minutes total. I went from having a mortgage to paying cash for a house and cash for rental/income property. I went from a career path that paid well but had a low satisfaction level to one where I was making a difference (High school teacher.). I’m a car guy and all my cars I register with permanent plates and never have to register them again. I don’t have to submit to any vehicle inspections, ever. I am an hour from the Beartooth Highway and there are no lines of traffic to get there. The air is clean as is the water. It’s quieter: no police helicopters flying overhead. We have free college education for anyone over 65 which means I got my BFA tuition free. I can go to a local microbrewery and get a pint for $3. There no long lines at the stores. I can head out from my home and be in the wide open spaces in less than 3 miles. And on and on…
According to some comments on the Smarter Every Day video (#2), they're running 54" wide runs up to 7600 feet at anywhere from 250 to 950 feet/second, largely to support motion picture film (still a strong segment for Kodak). I'm not sure there's another plant in the world right now that could meet that kind of demand-- Fuji might have been able to, but they seem less and less interested.

But it's COLD. And it is dark all the time in the winter.
Were it not for those things I'd consider that "pert near paradise" myself. I'm beyond sick of urban areas and can't wait to retire and get out of metro Atlanta. But much as I'd like the other things you mention, Wyoming is just too dang cold and dark (in winter) for me. Otherwise, yeah.
Perhaps somewhere. Fuji 200 is $9.99/roll or $32.95/3 rolls at B&H and both are out of stock. I don't have a local RiteAid.

to sum up, cheaper than B&H and in stock. This is how I shoot colour film with no interruptions. Instead of throwing up my hands in resignation I look for it. And when you find it don’t buy one or two rolls. Buy 10 or whatever.

The results from duckduckgo are awful compared to google. Just do a search for fujifilm c200 in both like I just did and report back.
It's a scale issue. Montana, in spite of being the 4th largest state in the country, has a total population about the same as San Jose, California. Cars have to be reliable, so there's a certain interest in maintaining them. Montana isn't quite as protective of stupid people as other states.No inspections? You must realize that not all people are responsible. Half of them have mental capacity lower than median, and 10% are basically imbeciles that we can't legally do anything about. So how not inspecting vehicles for environmental reasons can be a good thing?
