I see them for sale online, but the only info I can find is they stop down to f64.? Soligor & Sigma made them.

Soligor only is a brand resp. a importer, not a manufacturer.
One or another Sigma-made lens was rebranded as Soligor.

Pantel means samething as pan-tele, thus a telelens with extended characteristics so to say.
Sigma used other such new wordings too.

In this case likely it is referring to the diaphragm (F64, missing F32, F45). With the earlier versions they already hinted at the fact thast their lenses close down more (F22) than those of the competitors. (Canon competing lenses to the Pantel ones offered F32.)

Maybe the focusing range is a little bit closer too. (Canon: 1.3m)

Pantel lenses were of the 3rd generation Sigma lenses

I have a number of these in different mounts. They are very decent performers when used at moderate aperture settings. At f/64 you will get diffraction and absolute performance will suffer but you can get some interesting effects if you aren't looking to make a very large print. All of my Sigma Pantels are 135/2.8 models but I think there might have been a 200mm model too.

Yes, there was a 200mm. Are they any different than a "normal" 135 2.8 @ moderate apertures? Thanks
