It doesn't look like static to me, although it might be. It looks more like mechanical stress on the film (or it might be a light leak). Some films will get marks like this if they buckle during loading or if a heavy weight pressed on them/

Any chance you loaded/unloaded the film in a film changing bag. I had this happen once very similar to what your image shows and I tracked it down to a pinhole in my changing bag.
 
Cemetary, unexplainable images ... come on Scully, chalk it up to the dark side.
You can explain this without resorting to aliens or the supernatural. Using Occam's (supernatural) razor it's easy to see that it was simply jbannow moving through the frame in a mad dash to get to the Country Maid ice cream parlor. He was probably glancing at his watch, and had a silver cable release dangling from the other hand, both of which reflected the sun and caused the streaking.

I'll bet you could find fibers from Jeff's blackjacket and perhaps a strand of his hair at the scene, and extract his DNA for confirmation. :smile:
