How would I go about getting rid of water spots on 35mm negatives that have already been cut?

If the spots are on the film base and not the emulsion side, you should be able to wash the negatives again in clean water, just be sure to use distilled or DI water or photoflo them when they dry again. If it's on the emulsion side... good luck.

Thankfully on the base side. How I hang them to dry after I've rinsed them in them photoflo again?

A slightly opened up paperclip fed through on of the film perforations left to soak in distilled/de-ionised/demineralised water – agitated occasionally.

I have had success polishing off slight watermarks off the base side with a damp clean cotton handkerchief using a soft circular rubbing motion.

I have never managed to find anything that will shift the marks off the emulsion side.

It seems once its there, sadly that’s it

I do the same as Martin - paperclips. Work perfectly for this type of thing!
