Yeah I would have to surmise that there were other film developers in the mix from a myriad of labs either small and independent that would service the "drugstore" photo counter. Recall that in that era many "drugstore' had small labs on site or enough stores could support a small lab nearby with photo needs and those labs would and could use whatever premixed or formula they chose. What those lab chose could be D-23, DK-50 or an Edwal, Ethol, Defender or Agfa formula. HC-110 was more of a 1970's era and took more favor with speed/consistency usage in news/editorial, and remember there were cheaper options it was a premium Kodak product and priced accordingly.. I would not instantly assume D-76 even in that era.

When I print shows I ask for a printer proof, when I printed Vivian Maier show, the image I chose as my printer proof was an image of a picnic table in her backyard that is full of the chemicals she used to develop the film herself.
To me this is a significant image from a historical perspective and also it tells me she was a lab rat like me as well.

I remember seeing a photograph of her "darkroom". It was her bathroom. Lots of developing tanks, etc crammed in there...

well she looks like she used lots of FR X33-c.

FR X33 is a fine grained pre-mixed liquid developer; my guess is a D-23 clone since it was so cheap .95 cents in 1950 for a 32oz bottle.

Her film was very well processed and very well exposed, not to mention she did not bracket in the rolls I saw and was great in composition.

Vivian Maier - In Her Own Hands - is currently on exhibit here in Calgary at the Glenbow Museum until May 24. I have added it to my "To Do" list the next time I am in the city center.
