That's apparently the new "disposable" plastic cassette design -- I've seen photos of them on Chinese repackaged film.
Still am not sure how to open them safely in the dark.
I looked on Aliexpress the other day to see if anyone was selling film (I was curious), and there were a couple of sellers of Shanghai film - and one of the sellers had a package that includes the cartridge-opening key. So, it would seem the cartridges are reusable, if you have the right tool.

Yeah, now that I look at it that looks like a pretty normal key. Wishful thinking, I suppose!
