the information on the black and white images in the first folder say. tri x 35mm film, then scanned, etc.
 
What I mainly see is an enormous contrast boost in Photoshop. If you hold your mouse over the "Compare", you can see the original scans, which are all relatively low contrast in comparison with the "retouched" images... You could do the same in a darkroom by either overdeveloping the negative (however with the risk of some excessive grain in 35mm format), or by using a hard (grade 4-5) contrast grade while printing.

Not to special in this respect. But TriX can have very nice contrasty images by itself as well, of course also depending on lighting conditions (here a flash in umbrella shot at night time), see this image of mine which wasn't printed at an extreme grade:

Then, Why I need this forum? or Why anyone needs a forum if you can ask yourself?
 
there are many questions that can be answered on a forum of this type.

However, when it comes to specific techniques, it is often more helpful to talk to the photographer rather than others who are not aware of the work and how it was created.

I did not suggest you answer yourself, i suggested you get intouch with the photograpaher and ask them what did you specifical do ,to get that contrast range, etc.
 
Which is better, to scan with low contrast and add it later or do it when developing at once?
I like contrasty black and white in fact, but i hope that will not make many issues to go with contrasty B&W
