Using reusable developers

Hey! Probably a dumb question but here goes.

I mostly used liquid developers like rodinal and HC-110. I am now trying fomadon excel (basically XTOL) stock solution. Are you supposed to wash off the anti- halition layer or is it fine if your developer turns dark blue ?

Bonus question: fixer turns slightly yellow, seemingly from stop, cool beans?
 
Your fine, the dyes have no effect on the development process.

due to consistency requirements, I only use one-shot developers, so, I can't tell if the dye has any effect on further developments but, it doesn't have any used one-shot.
 
When I first started we would run a D76 replenished line for each semester, and some pro lines would have a sink line of D76 going for years, it seemed many photographers would like the negative that was provided and tailored their exposures to this system. The Dev was jet black over time and the negs I still have after 40odd years.
