Uneven development in hangars?

You need to make sure you are agitating sufficiently, your technique of inspection is the likely cause as you'll get aerial oxidation and the oxidised developer can causing streaking.

Not only that but the developer running down the film will cause more development in those areas. I always did a fairly "quick" lift up/lower/tap followed by lift/tilt left/lower/tap then lift/tilt right/lower/tap. I never allowed the developer to drain more than a second or two. Initial was constant for 30 seconds. Agitation method was the same after that but intervals varied between 90 seconds and 3 minutes depending on contrast control. Developer was Rodinal 1:50 or 1:100. I always overexposed, underdeveloped and selenium toned to increase final contrast. I naver had any streaking issues with Kodak SS hangers.

I never inspected during development but I shot extra frames and processed them separately just in case my calculations were off. I like second chances.
