Troubleshooting very dark BW negatives

This is old Plus-X on which I used Adox FX-39 for 10 minutes then fixed.
Did I under-develop? Over-develop? There are definitely images on the film but they are barely visible by the naked eye or the scanner.

It was not over-development. There are not edges to the images. You can try Framer's Reducer, and there are other tricks. Don't get your hopes up.

The images seem totally fine, but it's very difficult to see them because of how dark the film is.
A much brighter lamp and a sheet of paper to diffuse it can show them, but it's not a good technique enough to scan, there are reflections and some texture of the paper can be seen through, also difficult to hold it flat as it is very curly...
