I have a Manfrotto 3021 pro legs and a Manfrotto 3262QR ball head and I am finding it hard to tighten enough for the Kodak 2D when tilting and the quick release plate seems too small so I thought there maybe a better option. Any recommendations under $150 that would be worth it?

You will benefit greatly from a bigger tripod and head. Unfortunately, I have no recommendations to offer.. especially in that price range. For camera that size I use old Manfrotto/Bogen 3050 with 3047 head. Heavy. Ball head on LF has never worked for me.

Try using it without the head. Its been my preferred way for a long time.

I have an Eastman View 5x7 and an 8x10 2D, and was also finding that many pan/tilt heads were not very stable or secure enough for these cameras. I wouldn't even consider using a ball head.
My tripod is more than sufficient for the 8x10, but I realized I needed a head that positioned the camera as low to the top of the tripod as possible to be stable.
I found a used Gitzo G1570m 3-way head for about $150, and it's been perfect. I don't need a quick-release anyway, and it's got a nice large platform for the camera base. Good damping on the movements and locks down as tight as you will ever need.

There are a number of options for used Manfrotto/Bogen tripods, which should fit well within your budget. Among them are the Bogens 3033, 3036 (3035), 3046, 3051 (3251), Manfrotto 475B, among others. I also have a Gitzo G1320 that's rock solid. The aluminum heavyweights have fallen out of favor with most folks, but I use them for my 4x5 cameras, Hasselblad, Bronica, Mamiya RZ, C330, and anything else that needs real stability. I'd also ditch the ball head. There are too many movements after you release the tension. I prefer the three axis heads such as the Bogen 3039 (Manfrotto 229), and any of the newer Bogen 3047 heads. I can lock down two of the three axes, and adjust each individually, without worrying about an expensive film camera "flopping about".

If you can live without a quick-release, then another vote for the Gitzo 1570M, it has a large flat table, ideal for LF cameras.

One more suggestion... there are a couple of YouTube videos on how to rebuild and adjust the 3047. Mine is the second version that has served me well since about 1982 but it was getting sloppy and hard to tighten. It took about 1 week for delivery of damping grease and 37 minutes of effort to overhaul it and it’s back to its original condition.

That's a great choice. Back in the 1980s, Zone VI sold the 3047 along with their smaller Zone VI wood tripod. I can't recall which head came with the larger wood tripod, the one for 8×10 cameras.
