I see now that it is another name for DTPA Pentasodium.
Yes, that is a sequestering agent for water hardness and iron impurities in tap water. I am not aware of any restraining action from this compound.
 
The DTPA pentasodium salt is to prevent calcium in hard water from precipitating. IIRC what prevents dissolved silver from being thrown down as dichroic fog is something else considered as proprietary by Kodak and not mentioned in an MSDS. It is considered nontoxic in the amount present.
