I would like to try this, so could someone please tell me starting Exposure ISO's and development times for the 1-9 dilution? I am more intrested in the tri-x.
I will use this in 35mm(grain is not a problem, ive pushed delta 3200 to 6400 in rodinal, and i like the results) i will be contact printing these negs.

For various sheet fiims Ilford gives dev times/temperatures with the 1+19 dilution (and the 1+9 dilution) together with with EI and Gbar data.

Ilford does not recommend use of this paper developer with roll film because dev times are very short.

I've used PQ Universal with HP5+ using Ilford's times - very grainy and contrasty but can suit some subjects - I wouldn't recommend it for general use, though.

Incidentally, I believe PQ uni can be used as the developer for making slides from Ilford FP4+ - my next project. I'll put the results in my gallery!
