An amusing video indeed! And it highlights the difference between camera-play and subsequent picture-making.
Camera-play is a way of interacting with people, with events, with things in the real world that covers the range from respectful honoring to provocative bullying. A classic example of the provocateur approach is that of a French photographer who could throw his Leica at the face of a stranger (at a range slightly longer than the length of the neck-strap) and snap the startled result. The quiet approach could be Walker Evans' photographs of subway passengers who were unaware of or uncaring of his camera-play. Both approaches afford pictorial advantages and both invite moral analysis.
