I've seen those before :]
My guess is that you're using the little stick to twirl your film reel in the developing tank. That's how I got them years ago. After throwing that sucker as far as I could, I went to GENTLY inverting my tank using a slow, swirley, twisty sort of motion (easy does it on this too) and they have never reappeared.
If you're not using said stick and are inverting your tank already, just calm down on the agitations, use the slow, swirley, twisty motion, and there you go. Make sure you're filling the tank w/ the proper amount to fully cover the reels too, fixing enough, and don't use short developing times.
