The green tone might indicate pyrocatechin, I think. It could well be a derivative of TD-103 as described in "The Film Developing Cookbook".

Just a few idle thoughts - no hard knowledge.

I have used TD3 a lot over the last year and never thought of it as a staining developer. There are no instructions about avoiding acid or adding an alkali after soak or a specific wash time to set a stain. I have never observed any color cast as well. I do know that it has worked better for me than Technidol. I like the stuff.

I'll have to pay closer attention next time - thanks for the info. i made an interesteing discovery last month when I accidentally processed some Techpan in some split D23. The results were quite good. Still probably N+1 or more but very printable - good film speed - nice Tech-pan grain structure. In case you don't know the brew it is

Part A
1 Liter water
85 g Sodium Sulfite
6.25 g Metol

Part B
1 Liter water
12 g Sodium Metaborate

4 minutes in A and 4 in B - nearly any emulsion, standard agitation, wide temperature tolerance - no wash between stages - does about a dozen rolls of film for less than $3.
