I recently picked up an Omega Super Chromega C enlarger.
I have the enlarger plugged into the voltage stabilizer, and the stabilizer plugged into my GraLab timer. Whenever I run the enlarger the fan will turn on, but no light! Initially I though "the bulb needs to be replaced." I replaced it with an EJV 21V 150w bulb. Still no light.
Maybe someone can point out an error I am making, or point me in the right direction of any work that I might need to do to get it working.
I'm not sure if the Chromega C is comparable to the Chromega D, but with the D, you do not plug the enlarger's power source into the timer (well, you do, but not via the main attached cord), but rather the timer is connected to the power source via extension cord, and the power source itself gets plugged into the wall.

Oh, God! I'm really not sure. Could you maybe post a photo of all of your connections so that we can get a better idea of possible issues? I'm sorry about your bulbs.
With the Chromega D, I believe there is a power supply and a separate available accessory voltage stabilizer. The power supply is the source for regular mains voltage for the fan, and a lower voltage source for the bulb.
A voltage stabilizer probably supplies mains voltage, which will cause the bulbs to blow.

Correct. Per the manual, the power supply does provide both voltages. A voltage stabilizer isn't required for operation , but may be needed for consistent use.
But I vaguely remember that the bulb is a 24v (for the D). The OP said he used a 21v (for the C). Maybe 21v is correct for the C, but I don't know.
Another thing to check is that the power supply (again for the D) can be set for different input voltages. If set incorrectly, it's possible that it might also effect the voltage to the lamp.
With the Chromega C I believe there is only a voltage stabilizer. There is a specific plug marked for the enlarger itself. I looked online to find a separate power supply but I don't think one exists for the C.
I will take a picture of the plugs when I come home from work, but they appear right compared to pictures I saw online. I plug the timer to "timer in" and extension from "timer out" to the first plug on the GraLab
