How healthy is your fixer?
It's hard to tell from the picture, but incomplete fixing looks like a possibility.

Do the spots appear on the emulsion or base side?
Do they look grey-ish white, and are on the emulsion side?

Welcome to APUG.

Not sure about those speckles. But I do see what appears to be a fingerprint in the upper right-hand corner of the first image.

Welcome to APUG .

To help the troubleshooting - we need some additional information:
Which developer, which fixer, how did you agitate during developing, how did you agitate during fixing, and how long did you fix the film? Also how old and what was the dilution of the fixer, and how many films did you already fixed in the working fixer solution? How old was the film?
In another words - please explain the whole process you used .

Thanks Darko, I use tmax developer it was unopened bottle expired Oct/14, it had deveolped film 2 days proir with no problems. Agitation and time was as specified. Stop bath for one minute. Fixer was fresh unused tetenal super fix with an one agitation every minute for 6 minutes. The film is in date and has been kept in fridge since I had it, I have never come across this before

I'm not sure what the speckles are, but either the film has some emulsion issues or the film is curving away from the film gate, because look at the long edge on that negative strip. It's crescent shape curved, and not straight like the other neg,

Its ok Momus, the neg strip is sitting against pc screen so I could take a pic the film is cupped/curled so it it gives that illusion

I may have mixed the fixer at 1 to 9 instead of 1 to 4, would that make a difference?

Definitely - it looks to me to be incompletely fixed.
